TITLE:  FINANCE COORDINATOR

 
CHILD SAFEGUARDING: 
Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: 
As a senior member of the Finance team in Zimbabwe, the Finance Coordinator will support the Finance Director in the overall direction and coordination of Finance activities in Zimbabwe Country Office (CO).  The incumbent is responsible for finance administration, fiscal management and financial reporting of all CO teams, in both emergency and development programming contexts.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions: Save the Children works on five programmatic sectors in Zimbabwe with a current staff complement of approximately 30 staff and current budget of approximately $5 million.

KEY AREAS OF ACCOUNTABILITY:

Financial Planning and Analysis (60%)
•    Develop annual CAP budget for the country office and ensure that the budgeted activities match with narrative plans, appropriately structured to the CAP requirements.
•    Works with the other departmental managers, highlights variances, provides analyses and recommends solutions.
•    Ensures that the country-operating budget is regularly updated and it is available for use as a management tool during the development of new proposal budgets and during times of rapid expansion and/or program reduction.
•    Develop the country office cost structure for proposal development purposes and master budgeting. 
•    Develop and review proposals budget to ensure the eligibility and all relevant costs have been allocated properly to each award. 
•    Working with Proposal Development and Awards team to develop SoP for budgeting process including budget development and coordination process and with relevant departments.
•    Support CO finance team in updating CAM calculator and provide necessary guidance. 
•    Conduct budget and CAM calculator trainings for finance staff. 
•    Acts as Zimbabwe country focal point for new proposals budget preparations.
•    Preform analysis for CAM charges, identify potential implications on the existing awards, working with award team to develop cost recovery plans i.e. budget re-alignment where possible. 
•    Manages the Country Office financial systems and provide to SMT and all budget holders with a monthly update on the budget variance analysis.
•    Work with the Senior Finance Officer to provide adequate support to Zimbabwe budget holders.
Sub - Award Management and Partnerships: (10%)
•    Works with Awards/ Partnerships team to provide financial guidance for sub-award management as per SCI policy and donor requirements.
•    Reviews Sub-awards tools and ensure proper financial verification and financial reports reviewed on timely manner. 
•    Builds the capacity of finance team in Sub - awards Management.  
•    Assists in the review of new sub-award budgets and agreements as required.
•    Works closely with the Awards and Partnerships team and others departments to ensure capacity strengthening in systems and policies of partners

Financial Accounting, Reporting, and Control (20%)
•    Ensures that systems are in place for the control of all assets, funds, equipment, property, and facilities; submit timely financial reports to the Finance Director and donors as required. 
•    Ensures that effective systems are put in place, and regularly reviewed, to allow adequate financial management and control including:
•    Annual accounts and tax statement preparation.
•    Financial procedures during emergency responses, including meeting all relevant responsibilities in the Rules and Principles for Emergency Response.
•    Documentation of all controls and procedures. Especially around procurement.
•    Finance training for staff in the field and partners as necessary.
•    Ensure monthly consolidation of monthly cash requests for the Country Office and ensuring adherence to treasury processes and timelines.
•    Monitors accurate and timely submission of financial reports and attachments to members, donors and government regulatory agencies.
•    Coordinates submission of control reports, respond to findings and recommend resolutions or action plans.
•    Participates in the development of finance policies and procedures to be able to maintain a well-financially controlled environment in both development and emergency contexts.
•    Coordinate the annual statutory audits and work with the awards team on the project audits.Ensure monthly TIM and Agresso reconciliation is done and take actions on time to reconcile both systems data.

Staff Management, Mentorship, and Development – Finance (10%)
•    Ensures appropriate staffing within the department.
•    Ensures that all staff understand and can perform their role in an emergency.
•    Manages finance team; define result-based expectations, provides leadership and technical support as needed, and evaluates direct reports regularly.
•    Ensures the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff.
•    Incorporates staff development strategies and Performance Management Systems into team building process.
•    Manages the performance of direct reports through: 
o    Effective use of the Develop to Perform system including the establishment of clear, measurable goals and objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations.
o    Coaching, mentoring and other developmental opportunities.
o    Recognition of outstanding performance.
o    Documentation of performance that is less than satisfactory, with appropriate performance improvements/work plans.  

Child Safeguarding
•    Working together with  the proposal development teams ensures that Safeguarding activities(Children, Staff and Adults) are adequately budgeted for in all 
•    Familiarise himself/herself with Save the Children’s Child Safeguarding Policy and shall strictly adhere to the Policy.

QUALIFICATIONS  

•    A minimum of a bachelor’s degree in accounting, finance management, business administration or related field and professional   qualification such as CA, CPA, ACMA, ACCA, CIMA, CIS or other relevant professional qualification.
•    
EXPERIENCE AND SKILLS

Essential
•    A minimum of seven years management experience in a corporate or International NGO(INGO) environment, with three years at a management level within the finance department of a national or international organization. 
•    Strong background in external donor reporting for an INGO and experience working with major donors like NORAD, ECHO, USAID, EU, DFID etc
•    Strategic thinker with demonstrated experience in financial management, budgeting and budget management, building, leading and motivating teams, knowledge of computer accounting packages and a good understanding of major donors’    financial requirements and government budgets and tax policies
•    Excellent understanding of business and financial planning including strategic modelling
•    Excellent analytical skills – the ability to analyse complex financial data and design and produce effective management information.
•    Excellent experience of budgeting and budget management
•    Excellent understanding of financial systems and procedures
•    Strong business acumen and the ability to contribute to strategic decisions.
•    Excellent experience of computerised accounts packages, Excel, PowerPoint and Word
•    Experience of general administration work 
•    Strong communication and interpersonal skills
•    Ability to manage a complex and diverse workload and to work to tight deadlines.
